National Service Scheme (NSS)

History

After independence, the University Grants Commission, headed by S. Radhakrishnan, recommended the introduction of voluntary national service in academic institutions. This idea was again considered by the Central Advisory Board of Education (CABE) at its meeting in January 1950; after examining the idea and the experiences of other countries in this field, the board recommended that students and teachers should devote time to voluntary manual work. In the draft first Five-Year Plan adopted by the government in 1952, the need for social and labor services by Indian students for one year was stressed. In 1958, Jawaharlal Nehru, in a letter to the chief ministers, considered the idea of social service as a prerequisite for graduation. He directed the Ministry of Education to formulate a suitable scheme for the introduction of national service into academic institutions.


Launch of NSS

In May 1969, a conference of student representatives (of universities and institutions of higher education) convened by the Ministry of Education and the University Grants Commission also unanimously agreed that a national service scheme could be an instrument for national integration. The details were soon worked out and an orientation camp was organized at Rajghat. This camp was concluded on 7 June 1969. KKGupta from the University of Delhi was declared the first volunteer. The Planning Commission sanctioned an outlay of ₹5 crores for the NSS during the Fourth Five-Year Plan, stipulating that the NSS be a pilot project in selected institutions and universities. On 24, September 1969, the then Union Education Minister V.K.R.V. Rao launched the NSS at 37 universities across all states. The scheme has been extended to all states and universities in the country, and also 10+2 level institutes in many states.


Organization

At the national level, the Ministry of Youth Affairs & Sports, Delhi, Government of India, is the nodal authority, which works with state-level NSS cells. State-level NSS cells are the responsibility of the respective state governments. Within states, each university has a university-level NSS cell under which institutions (schools and colleges) based NSS units operate. Most government and government-aided institutions have volunteer NSS units. Institutions are encouraged to have NSS volunteers. A unit typically comprises 20–40 students. They are managed internally by a responsible party from the school or college, who reports to the regional NSS coordinator. Most institutions do not have a separate uniform for NSS volunteers as one of the great and dedicated towards the welfare of India.


Types of Activities

There are two types of activities: Regular Activities (120 hours) and Annual Special Camp (120 hours). All the NSS Volunteers who have served NSS for at least two years and have performed 240 hours of work under NSS are entitled to a certificate from the university under the signature of the Vice-Chancellor and the Programme Coordinator. The Annual camps are known as Special Camps. Camps are held annually, funded by the government of India, and are usually located in a rural village or a city suburb. Volunteers may be involved in such activities as:

  • Cleaning
  • Afforestation
  • Stage shows or a procession creating awareness of such issues as social problems, education and cleanliness
  • Awareness Rallies
  • Inviting doctors for health camps
There are no pre-defined or pre-assigned tasks; it is left up to the volunteers to provide service in any way that is feasible. Camps typically last between a week and 10 days, although camps for shorter periods are also conducted by NSS.


Blood Donation Camp

With reference to the circular (NSS/2022-23/256) dated 23/11/2022, the NSS unit of MGM College of CS & IT, Nanded, organized a blood donation camp, on 2nd October 2022 at the college as per the directives of Dr.Shankarrao Chavan Govt. Medical College & Hospital, Vishnupuri-Nanded.
The camp began at 10.00 a.m. with a short inaugural function where the team was given a floral welcome. Indian Red Cross Society Blood Bank members expressed their gratitude to the NSS unit of the college for its continuous endeavor in this regard. The team stressed the growing need for blood in the state and commended the young volunteers for their noble acts.
150 volunteers came forward to donate blood during the camp which included teaching & non-teaching staff, and student donors. In the end, 78 units of Blood were collected.
The blood donors were given lemon juice, Biscuits, and tea after donating the blood in order to reenergize themselves. The blood donors were provided with a blood donation certificate. The medical team was provided with lunch and the camp concluded at around 2.30 p.m. This was the 1st camp conducted by the NSS unit for this academic year, where 78 volunteers donated blood.
The blood donation camp was coordinated by Dr.Dahale S.V., NSS coordinator of the college. He was assisted by Mr. Bolwar S.S , Mr. Bhosle A.T., Mr.Shinde S.P.



Cleanliness Drive

With reference to the circular(NSS/2022-23/84) dated 30/07/2022 NSS unit of MGM college of CS & IT Nanded organized Cleanliness Drive on 13 August 2022 for B.Sc.(CS),BCA, B.Sc.(BT),B.Sc.(BI),M.Sc.(SE),M.Sc.(BT),M.Sc.(BI) under Swachh Bharat Abhiyaan Programme.
The main purpose of this programme was to create awareness among the students regarding Cleanliness and its benefits. Under this programme, all the students of had to participate. Even all teaching and non-teaching staff were the essential part of this drive. As a part of this Cleanliness Drive, we had to clean the whole college. The sweepers of the college had to be the observers.
Our Principal started the programme by cleaning the corners of the play ground. Then the staff and students followed suit. Some of us picked brooms and started our job. Some of the students did the dusting of the rooms.
And others went to the play ground and started picking wrappers lying scattered there. After collecting them they threw them in to the dustbins. After doing this job for two to three hours, there we gave refreshment to all in the form of bananas and tea.
Thereafter our Principal Dr.Kotgire S.L.delivered the speech telling us the importance of sanitation. He also honored the sweepers of the college for their noble job. In the end we all took oath of keeping our home, locality and city clean. It was a unique experience for all of us. We were curious to be the part of this great drive that could have transformed the face of our country for ever.

Constitution Day

With reference to the circular(NSS/2022-23/244) dated 12/11/2022 , NSS unit of MGM College of CS & IT,Nanded organized celebration of constitution day on November 26th, 2022 at the college as per the directives of All India Council for Technical Education, Government of India.
The objective of event was to make students aware about the constitution of India. India's Constitution was adopted on November 26, 1949, and came into force on January 26, 1950, marking the beginning of a new era in the history of India. The Government of India, in 2015 decided to observe 26th November as 'Constitution Day' or 'Samvidhan Divas'.
NSS coordinator Dr.Dahale S.V. emphasized the importance of Constitution Day, the significance of its celebration and commemorated the people who contributed to the development of Indian constitution. He highlighted the basic differences of Indian constitution than that of other countries with examples indicating the prerequisites of the constitution such as societal, familial and individual needs.
The preamble of Indian Constitution i.e India to be a sovereign, socialist, secular and democratic republic which is aiming to secure justice, liberty, equality to all citizens and promote fraternity to maintain unity and integrity of the nation were stressed in his speech as these rights are necessity and are not a privilege.



Special Annual NSS Camp at SRTMU Nanded

NSS unit of MGM College of CS & IT, Nanded, organized a Special Annual NSS Camp at SRTMU Nanded. It was one week camp organized from 05 Feb 2023 to 11 Feb 2023 with a moto "Youth's aim Urban and Rural Development".
1] Day1 : 05 Feb 2023 : On Day1 of the camp a short meeting was organized for the students to give details about the camp and formed student committees to work in the camp.
2] Day2 : 06 Feb 2023 : Morning Session : Morning Session on Day2 of the camp ,the Inaugural Ceremony was organized in University Campus at school of Social Sciences in the morning session at 10:00 AM. The Inaugurator for the Inaugural Ceremony was Dr. Raosaheb Shendarkar member of Shree Sharda Bhavan Education Society ,The Chair Person for the ceremony was Dr. Pravin Patil vice president of Nanded Education Society Nanded and the Chief guest was Dr. Mallikarjun Karjagi Director of NSS Unit SRTMU Nanded. Principal of People’s College Dr.R.M Jadhav, Principal of Indira Gandhi College Cidco Dr. R.P. Mali and Pricipal of Mgm’s College of CS&IT Nanded Dr. Shirish L. Kotgire had a special presence. Afternoon Session : Afternoon Session was expert talk session for students . In this session Dr. Balaji Kompalwar and Dr L.P.Shinde are keynote speakers. Their topic for key note address is "youth's role in rural development" and "Abolition of Superstition" respectively. After that cultural Event was conducted for students.
3] Day3 : 07 Feb 2023 : Morning Session : Morning session for Day3 started with "shramdaan" that is donation of labour for three hours from 9:00 AM to 12:00 Noon Afternoon Session : Afternoon session was expert talk session and for this session Dr. Bodke Sir of Yeshwant Mahavidyalaya Nanded had their keynote on topic "NSS role in youth's life" and Prof Meghraj Pawar Sir speaks on "Personality Development" and Dr. Dahale S.V. of Mgm's college of CS&IT make students aware about "Placement and Job Opportunities" by their keynote address. After that the cultural event was conducted for students.
4] Day4 : 08 Feb 2023 : Morning Session : Morning session of Day4 started with "shramdaan" for three hour from 9:00 AM to 12:00 Noon where students have put their efforts to make the area clean around central library for tree plantation. Afternoon Session : Afternoon session for Day4 started after a lunch break as per the schedule of camp. This session had a key note of Dr. Anna Garad Sir and Dr. Shashikant Tolmare sir about "Urban problems and their solutions". This session ended with group discussion event for students.
5] Day 5 : 09 Feb 2023 : Morning Session : Morning session of Day5 started with "shramdaan" for three hour from 9:00 AM to 12:00 Noon where students have put their efforts to make the area clean around central library for tree plantation. Afternoon Session : Afternoon session for Day5 started after a lunch break as per the schedule of camp. This session started with the key note of Mr.Kurundkar Sir about "Job Opportunities for youth". Another guest for this session was RTO officer Mr. Sandeep Nimse Sir . with his address Mr. Sandeep Nimse Sir make students about "Traffic rules". Day's session ended with a cultural events for students.
6] Day 6 : 10 Feb 2023 : Morning Session : Morning Session for the students started with "shramdaan" for three hours from 9:00 AM to 12:00 Noon. Afternoon Session : On Afternoon Session of Day 6 key note speakers were Shree Santosh pandagale Sir and shree Abhimanyu Patil Sir and their topic of interaction with the student is "Media's role in our daily Life" and "NSS importance in student's Life" respectively. In the same session Laxmi Puranshetti madm spoke about "how child marriages are dangerous to our society" and Pushpa Gangasagare madm spoke about "NSS Importance". Day's session ended with a Group Discussion event organized for students for students.
7] Day 7 : 11 Feb 2023 : Morning Session : Morning Session of the last day of the camp started with "shramdaan" for three hours from 9:00 AM to 12:00 Noon. Afternoon Session : As it is the last day of the camp afternoon session starts with Valedictory program of the camp . The chief guest for the valedictory program are Mr. Vishal Pathak Sir from MGM’s college of CS&IT Nanded.

Symbol of NSS

The symbol for the NSS has been based on the giant Rath Wheel of the world-famous Konark Sun Temple (The Black Pagoda) situated in Odisha, India. The wheel portrays the cycle of creation, preservation and release. It signifies the movement in life across time and space, the symbol thus stands for continuity as well as change and implies the continuous striving of NSS for social change. The eight bars in the wheel represent 24 hours of a day. The red colour indicates that the volunteer is full of young blood that is lively, active, energetic and full of high spirit. The navy blue colour indicates the cosmos of which the NSS is tiny part, ready to contribute its share for the welfare of the mankind. It stands for continuity as well as change and implies the continuous striving of NSS.


Aim

The programme aims to instil the idea of social welfare in students, and to provide service to society without bias. NSS volunteers work to ensure that everyone who is needy gets help to enhance their standard of living and lead a life of dignity. In doing so, volunteers learn from people in villages how to lead a good life despite a scarcity of resources. It also provides help in natural and man-made disasters by providing food, clothing and first aid to the disaster's victims.
